    Unavoidable disaster,
    plus systemic dysfunction,
    becomes avoidable crisis

Many Natural disasters are unavoidable. But unavoidable disaster, mixed with government dysfunction, are more likely to morph into avoidable crisis.

(It’s like a wound: Unavoidable wounds happen, but wounds mixed with unsanitary environments are more likely to lead to avoidable prolonged infection)

Publicly available data can be collected and interpreted today using the EWI dataset normalization process, on a cheap cell phone, which would help humanitarian aid organizations to mobilize hours, days, and sometimes weeks sooner.

This is not a novel process. The only thing novel is that it is currently presented as open source, while most similar processes are proprietary, and this particular process is moving toward RSP field implementation

The full methods are available including RSP implementation, and further unpublished improvements to the normalization process are available upon request. Please check my work.
